Pool filling in Catalan municipalities

The recent rain has altered the drought landscape in Catalonia, leading to significant changes in regulations regarding the filling of public and private pools. Now, Catalan municipalities have the green light to fill these pools with drinking water, as long as they serve as climate shelters and are open to the public in the case of private facilities.

New Guidelines for Pool Filling

The agreement between the Generalitat and Catalan municipalities marks a significant change from previous restrictions. Previously, pool filling was only allowed for sports and therapeutic uses. However, now, following negotiations with the Federation of Municipalities of Catalonia and the Catalan Association of Municipalities, this authorization has been expanded.

Conditions for Filling

Pool filling will be done “in the necessary quantities to maintain their health safety.” Additionally, it is required that the water used be offset with savings measures, such as closing showers or similar actions.

Implementation of the Change

It is expected that next Tuesday a decree law will be approved to modify the Special Drought Plan, thus allowing the filling of public pools registered as climate shelters and private pools that agree to fulfill this function, as long as they are open to the public.

Maximum Consumption Threshold per Tourist Place

The Special Drought Plan will also include maximum consumption thresholds per tourist place, comparable to citizen consumption. Municipalities that exceed these thresholds for three consecutive months will have to apply consumption limitations in tourist accommodation establishments.

Objective of the Change

The main objective of these measures is to provide municipalities with a clear framework to protect citizens committed to water saving, while providing effective tools to prevent excesses that jeopardize water supply for all.
